TELECOMMUNICATIONS SPECIALIST

(1) Implements, integrates and maintains the organizational automation and brigade network infrastructure plans. Provides expert technical input to tactical infrastructure plans that support subordinate elements that include headquarters staff elements, organic and attached units. (2) Provides detailed technical advice for decision planning related to tactical network management up and down the chain of command. Prepares briefings and presentations or about the tactical network. Reviews and evaluates new and upgraded tactical software packages. (3) Serves as the organizational Information Assurance Security Officer (IASO). Initiates appropriate measures to maintain information assurance (network security and data protection) within the organization. (4) Responsible for possessing and maintaining accreditation documentation on the various tactical automation systems and. Develops and maintains documentation regarding network configuration, operating procedures, necessary to maintain the reliability of the network. (5) May serve as tactical network administrator responsible for configuring hubs and switches, monitoring network performance and installing network software change packages/interim change packages (SCPs/ICPs) Ensures the standard configuration software loads for all network devices as prescribed by higher headquarters. Utilizes benchmarks, performance measurements and evaluation data provided to manage network servers and data communication devices to support workload. analysis hardware, software reliability and performance through system report. Works with technical support personnel in resolving critical problems. Employs methods to enhance of the network. (6) Oversees the distribution of applications and upgrades ensuring compliance with regulations and copyright laws. Utilizes established procedures for remote distribution and/or of applications and upgrades. Uses remote management software tools to maintain and update configuration, protocol and user/system files. Establishes procedures to maintain accurate records of authorized users of distributed software. (7) Implements standard operating procedures for network. Instructs lower graded technicians in the administration and maintenance of the installation's network devices. (8) Provide input to the development of the signal annexes of the organizational operation plan (OPLAN) or operation order (OPORD). Provides detailed information and expertise in the area of signal and tactical automation relating to the support of Homeland Security/Homeland Defense to include the development of LAN diagrams, WAN gateway connections and specifications, etc. Establishes limited liaison outside the organization to ensure interoperability of mission support requirements. (9) Supervises operation of Communications Security (COMSEC) inventory control facility and manages COMSEC procurement activities and is the COMSEC Custodian for the facility. Implements procedures for detecting and reporting COMSEC insecurities. (10) Supervises functional personnel and is responsible for equipment assets. Plans and organizes the work of the subordinates. Assigns work and provides guidelines on methodology and scope of required performance. Interviews and recommends selection of employees, sets performance standards and formulates appraisals of performance. Initiates personnel actions, adjusts informal complaints, and recommends disciplinary action, as required. (11) Responsible for the functional maintenance program (military specifications/commercial off-the-shelf (MILSPEC/COTS)). Performs other duties as assigned. GENERAL

Experiences gained through military technical training schools (restricted to one of the identified/allowed compatible military skills) are included in the one year on-the-job experience. To qualify, the applicant must meet the position's specialized experiences and competencies and/or training in tactical network systems (LAN/WAN), along with training and specialized experiences in performing work necessary to enable command, control, communications and computers (C4) functions in support of programs essential to organizational information management and daily operations, training, and readiness missions. Knowledgeable in how to implement, integrate, and maintain the organizational automation and brigade network infrastructure plans. Skilled in providing technical input to tactical infrastructure plans that support subordinate elements, to include headquarters staff elements and attached units. Skilled in the task of weighing impacts of variables such as, differences in electronic and other equipment characteristics, equipment availability, and the types of communications required such as, voice, text, and/or data. Knowledgeable of operating characteristics and interoperability requirements for a variety of specialized communications systems such as, office/tactical automation networks, satellite and video telecommunications, and digital networks. Must have working knowledge of laws, regulations, procedures, guidelines, techniques; and, lessons learned for network security, management, and administration. Skilled in preparing and presenting discussions, briefings, and presentations in regard to tactical networks or evaluating new and upgraded tactical software packages. Has the abilities and experiences to serve as an organizational Information Assurance Security Officer (IASO). The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
