MINIMUM QUALIFICATIONS REQUIREMENT FOR GS-14:
Specialized Experience for GS-14 Applicants must have 1 year of specialized experience equivalent to the GS-13 grade level in the federal government such as:
Planning, conducting, coordinating, directing and executing difficult and complex criminal investigative functions, from planning and conducting fact-finding inquiries and, conducting investigative interviews, to reporting the results of investigations; Coordinating and planning investigations and investigative strategies; Analyzing investigative facts to arrive at sound conclusions; Coordinating, leading and directing policy, planning, managerial, training, operational and administrative activities, and exercising a thorough and expert knowledge of investigative and/or administrative support operations and activities; Providing direction, technical assistance, training, consultation and guidance to direct report staff on complex and sensitive criminal investigations and/or administrative inquiries, maintaining national and/or regional reporting procedures to ensure timely notification of incidents, notification of law enforcement units; Providing follow-up on investigative and/or administrative processes; Providing liaison to other law enforcement and Federal departmental agencies; Formulating and recommending policy and procedures promoting the development of the most effective and efficient investigative and administrative programs; Conducting or leading interdisciplinary teams in conducting special projects, and directing and managing the activities of direct report staff; and Ensuring compliance with a broad range of OIG, Departmental, and other Federal and business requirements, and developing internal administrative controls, guidance, and procedures. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade:
Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F. Evidence of one year or more of specialized experience must be clearly documented in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
