TRANSPORTATION ASSISTANT

This position is designated as a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Transportation Clerk and Assistant Series, 2102. SPECIALIZED
Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the operations, regulations, principles and peculiarities of air terminal transportation and traffic control; and the ability to recognize problems involved, establish the facts, and take necessary action to develop alternate mission details and resolve problems; knowledge of terminology to coordinate with other transportation and traffic control operations; knowledge of transport aircraft configuration , weight and balance, and related load characteristics; knowledge of hazardous materials regulations to the extent of identifying improperly prepared requests for goods, and determining proper nomenclature, packing and dangerous cargo compatibility. knowledge and ability to apply an extensive body of transportation regulations, methods, and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems. Knowledge of transportation regulations that relate to the movement of a wide range of specialized shipments. For example, this includes assignments regularly involving the movement of oversized, heavy haul, hazardous, and security risk items. Moves of this nature require extensive practical knowledge of the carrier industry, specialized shipment needs, and terminal or storage capabilities to identify the appropriate shipping method, carrier equipment, services, and special handling required. Knowledge of transportation regulations governing entitlements and documentation requirements for domestic or foreign relocation travel to advise on travel procedures, restrictions, and allowances, and to resolve conflicts or issues related to the travel. Conflicts or issues might involve repayment or crediting of travel funds advanced; disputes between carrier and customer; or emergency situations, such as those involving extremely short lead times, problems in transit, inadequate paperwork for foreign entry, or similar situations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of the DoD Air Transportation system, regulations, and principles of air terminal transportation and traffic control to include cargo, passenger processing, movement regulations, and files set up and maintenance. 2. Knowledge of terminology to coordinate with other transportation and traffic control operations. 3. Knowledge of hazardous and/or explosive cargo movement procedures and compatibility. 4. Knowledge and skill in planning and safely executing air cargo loading techniques, commercial carrier contractual agreements, and other technical information relative to ground servicing. 5. Knowledge and ability to operate several computer systems, to include, but not limited to Cargo Movement Operations System (CMOS), GATES, GDSS, and Microsoft Office. 6. Ability to analyze, correlate, and evaluate transportation information for input into automated data systems; knowledge of one or more automated transportation databases with ability to input a range of standard information and generate a variety of recurring reports. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
