Responsibilities
Transport planning for the Verizon Wireless South Area Network including the evolution and optimization of the fixed network as well as the interconnect network to other carriers and phone companies in the 12-18 month planning horizon (including microwave, lit fiber, dark fiber, and leased transport services).
Lead, develop and manage, on an ongoing basis, area-level capital and expense budgets relating to interconnect, backhaul, and related projects in conjunction with Regional Engineering teams and Headquarters Planning.
Provide a roadmap and guidelines for products, features, and hardware configurations to ensure technologically superior, operationally efficient and cost effective growth and new deployment of systems.
Serve as a liaison between headquarters, vendors, and regions for effective information dissemination and facilitation during special projects.
Work with vendors and headquarters teams to assure platforms meet the needs of the AreaEUR(TM)s regions, including developing and leading complex technical solutions for implementation within the network regions.
Lead and participate in national standardsEUR(TM) teams on network and infrastructure designs and solutions.
Manage status of regional transport projects and capital spending.
Lead, track and manage ongoing Region, Area, and Corporate initiatives and requests.
Seek out potential vendors, incorporate vendor synergies across business units cultivating relationships through contract execution.
Proactive management of negotiations on behalf of the Area and Regions with service providers for cost effective, reliable transport solutions ensuring mutual contract compliance, performance, and overall quality of service.
Proactive management of negotiations on behalf of the Area and Regions with microwave & optical equipment vendors for cost effective, reliable, standardized solutions.
Devise new complex transport project designs that optimize path, switch, and vendor diversity while employing a best cost approach using optical and microwave transport as well as leased solutions.
Assist Regions with business case development for new capital projects.
Work with various departments and vendors to ensure clear communication of requirements and expectations.
Work with Area analysts and Regional teams to identify and reconcile vendor billing disputes.
Proactively manage the progress of regional expense reduction initiatives, including verification via invoice reporting.
Manage the rollout and implementation of software optimization tools & services.
Lead the implementation and development of job-aids and tools that document internal methods and procedures.
Develop engineering, system performance, and operations policies and procedures
Qualifications
BachelorEUR(TM)s degree in Telecommunications or Engineering.
Minimum of 8 to 10 years experience in telecommunications transport engineering.
Ability to balance technical and business requirements.
Ability to maintain performance level under varying degrees of pressure and uncertainty and to effectively deal with situations for which few or no guidelines exist.
Strong writing, speaking and presentation skills are essential.
Ability to communicate clearly and concisely; listen attentively; and apply appropriate grammar.
Experience making presentations to senior management is desirable.

Expert with MS Office applications including Outlook, Word, Excel, Visio, Access, and PowerPoint.
Experience in contract or master service agreement negotiations.
Demonstrated experience in interpreting LEC tariffs and wholesale telecom service pricing.
Experience engineering & implementing microwave networks with NEC, Alcatel-Lucent, Harris preferred.
MEF Certification Preferred.
Practical knowledge of VoIP networks, basic TDM trunking requirements, and traffic engineering preferred.
Experience in trouble shooting and deploying EBH backhaul networks.
Experience engineering and implementing multiple node optical networks including one or more of the following optical equipment vendors: Alcatel-Lucent, Ciena, Cisco, Fujitsu,
Practical experience using the Telcordia Granite Inventory (formerly Xpercom/Xng) circuit inventory system.
Demonstrated knowledge of SONET standards and implementations.
Demonstrated knowledge of the North American digital hierarchy (DS0/1/3)
Demonstrated knowledge of the PSTN switching hierarchy.
Knowledge of data communications including data network design, routers, switches, hubs, Ethernet, TCP/IP, ATM, Frame Relay, MPLS. CCNA certification a plus.
Experience and knowledge of carrier-grade Ethernet services and associated fiber based technologies.
Working knowledge of common channel signaling standards.
Experience with cost analysis including NPV & development of business cases for leased vs. owned fixed network systems.
Knowledge of CABS billing formats.
Overnight travel is required.
Valid driverEUR(TM)s license is required.
Other South Area Network Regional locations will be considered.
