Position SummaryThe Rehabilitation Program Manager will function as the DSB Business and Technology Administrator.
The DSB Business and Technology Administrator is responsible for planning, implementing, and evaluating the operations of the Business and Technology Section of DSB.
This position is governed by state and federal laws and agency policy.
Education and Professional Work ExperienceMinimum QualificationsThe formal education equivalent of a bachelor's degree in rehabilitation science, business, social work, public administration, a field directly related to the assigned program area, or a related field; plus, two years of experience in state vocational rehabilitation direct service delivery or similar experience in private or other public sectors, including one years in a leadership or supervisory capacity.

Job Responsibilities and Expected ResultsKey Business Processes/Duties Participates in the establishment of goals and objectives and short and long-range planning.
Goals are developed each January.
Develops and reviews section operating and program policies and procedures and evaluates program and service delivery and compliance for the VFP and the Technology Section.
Develops overall technology equipment plan for division in conjunction with OST and DSB management.
Plans new and expands existing vending facility operations by conducting feasibility studies, site surveys, and contacting state agencies leasing or purchasing properties for housing staff.
Develops program and section budgets and staffing proposals per state and federal guidelines and timeframes.
Section budget is to be completed each year by 6/30.
Coordinates rehabilitation engineering activities for division through the technology staff for compliance with federal regulations.
Implements and monitors rehabilitation engineering and other action plans for each fiscal year and any corrective action plans resulting from federal or other review.
Interprets and implements laws and regulations, and designs reporting processes.
Manages overall technology equipment plan and orders for division, in conjunction with OST and supports access needs of blind and visually impaired staff.
Administers the licensing requirement for and monitors activities of vending facility operators by providing applicant screening, selection, developing vendor training programs, licensing vendors, assigning vendors to facilities, determining in-service training needs, and presenting or arranging workshops and seminars.
Interviews and selects a small professional and administrative support staff, provides training, assigns and reviews special projects, and evaluates the performance of incumbents.
Performs administrative duties by monitoring and approving expenditures, monitoring and updating computerized accounting and reporting systems, and completing surveys and questionnaires.
Prepares and presents program information, reports, and proposals.
Manages agency assets assigned to AASIS inventory, performs equipment audits and coordinates transfers and returns to other agencies and/or Marketing and Redistribution.
PPES documents are to be completed by 9/30 of each year.
B & T Monthly Report Summary is to be completed 5 days after each month ends.
1099 MISC and W-2 documents for managers and extra help workers are to be completed by 1/31 of each tax year.
RSA 15 federal report is to be completed by 11/30 of each program year.
Negotiates new vending facility operations by conferring with private and governmental personnel to present program information and solicit participation.
Negotiates contracts and plans, and reviews and approves renovation or construction proposals, material needs, and expenditures.
Serves as a liaison between the contractor and vendor to resolve problems.
Serves on committees and task forces, as assigned.
Represents Business and Technology Section in various initiatives internal to the Division, as assigned.
Serves as Acting Director, as assigned.

FunctionsSupervises a medium-sized managerial, professional, and administrative support staff by interviewing and hiring, providing training opportunities, assigning and reviewing special projects, evaluating the performance of incumbents, and reviewing and approving managerial and staff recommendations and administrative actions.
Participates in the establishment of goals and objectives and short and long-range plans, initiates corrective actions and revisions, and provides technical direction and administrative support to program personnel.
Develops, interprets, and implements program policies, procedures, and projects, and evaluates program and/or service delivery effectiveness and compliance.
