Program Analyst

Summary The primary purpose of the Program Analyst (Access & Clinic Practice Management) is to provide assistance and support to all clinical services in the facility as it relates to access to care and is responsible for Primary Care, Mental Health, Surgery, Medicine or Ancillary ambulatory clinic oversight and integration into an efficient Clinic Practice Management model and ensure an exceptional Veteran patient experience to ensure efficient/effective management of the clinic.

Duties of the Program Analyst, but not limited:
Provides assistance and support to the GPM and to all clinical services in the facility as it relates to access to care.
Manages and/or prepares responses to correspondence in an organization and provides recommendations to strategic decisions that affect the overall access to clinical operations including outpatient, inpatient, intensive care, emergency, surgery, specialty, ancillary and rehabilitation services.
Assesses health care professionals, patients' health informatics needs; characterizes, evaluates and refines clinical processes; develops, implement and refine clinical decision support systems and participate in the procurement, customization, implementation, management, evaluation and continuous improvement of access and clinical programs and systems.
Reviews and evaluates assigned processes and procedures to determine areas of effectiveness, efficiency, and improvement for proposal through local GPM group and supervisor; reports to supervisor (GPM) and access leadership in the facility, as assigned and incorporates best practices to help improve patient access to care ensuring that standards are met within assigned services.
Works independently with personnel at the facility, CBOCs, etc.
, to implement local, national and VISN standards, and reports or addresses administrative process/system issues and other areas of concern.
Provides administrative program advice for clinical outpatient care support services to include interpreting policies, making recommendations for local policies, assisting managers in defining administrative requirements.
Identifies and recommends improvements to optimize clinic management processes, access strategies, and make-buy decisions through analysis of in-house and non-VA provided care.
Establishes system-wide training plans to optimize local use, supports the local clinic management system based on national requirements and proposes improvements to GPM regarding national training curriculum for onboarding and sustainment activities.
Assists clinic managers in forecasting the impact of staff changes and developing countermeasures to mitigate the effect of staff shortages on access to care; makes recommendations to managers regarding allocation of resources, including potential use of community care options.
Collaborates with staff from other facilities and to work on higher level project groups to review and make recommendations for facility and/or VISN level policies, procedures, systems, requirements, documents, and business or access analysis initiatives.
Establishes and maintain good relations with various groups and organizations, including other medical centers, medical societies, medical schools, colleges and universities, accrediting agencies, public health officials and organizations, volunteer work groups, and the community at large.
Works with Veteran Experience Officers within the local facility to evaluate patient and family concerns regarding the access to services needed.
Satisfactory knowledge in a wide variety of computer and data management packages and VA databases including those such as Clinic Practice Management Dashboard, VISTA, CPRS, Clinic Access Index, Access Glide Path, SAIL, SPARQ, SHEP, Pyramid.
Uses CPRS, VISTA GUI, and VISTA programs.
Pulls Consult Reports for Pending, Active, and Scheduled.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7.
The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Demonstrates work experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and healthcare programs; - Possess Healthcare Informatics knowledge in the use of clinical software packages; - Thorough in-depth knowledge of the clinical environment (including practices, procedures, policies, strengths and weaknesses in order to effectively use data to track and manage patient care); - Tracking and analyzing clinical programs for the purpose of improving processes and identify problem areas; and - Utilizing computers and applicable databases/software for statistical purposes and managing information - Excellent customer service skills and ability to multitask - Trains, develops, coordinates and provides training to staff.

Physical Requirements:
Performance of the incumbent's duties may require extensive walking per day to meet with the facility managers and other clinic personnel.
